A roll call was conducted.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong><br>Opening, Roll Call, and Signing of the Attendance Sheet<\/strong><br>A poll was conducted, and it was determined that a total of 22 independent sections, 11 in person and 11 by proxy, were represented out of a total of 24 flat owners. Since this was the first meeting date, a quorum was achieved according to the Turkish Property Ownership Law, and the meeting was started. It was decided to hold the meeting in English and Russian.<br>Mr. Mondl, one of the participants, stated that he had heard Mr. Christan Richard Hermann Giercke had passed away, that his signature was forged, and that he wished to have this noted in the minutes.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><br><strong>Election of the Chairman, Secretary, and Treasurer<\/strong><br>Tu\u011fberk Ur\u015fan was nominated for the Presidency of the Council, and Kemal Can Aydo\u011fan was nominated for the Secretariat of the Council. Both were elected by majority vote and authorized to sign the minutes of the General Assembly meetings.<br>Aleksandr Evdokimov and Aynur G\u00fczel Bolat were elected as treasurers by majority vote.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong><br><\/strong><strong>Submission of the Auditor&#8217;s Report<\/strong><br>Ms. Anna stated that she had already submitted the auditor&#8217;s report to the site WhatsApp group. In addition, participants were given 5 minutes to review it.<br>Participants asked about the accounts and reports related to the period before the extraordinary meeting. The previous manager of that period, Ms. Aynur, had not submitted a report. Ms. Aynur stated that she would send the report for her period to the owners via e-mail.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><br><strong>Submission and Voting of the Management Annual Report<\/strong><br>On behalf of KTurkey, Mr. Tu\u011fberk presented the management activity report, monthly income and expense reports, and debt-receivable reports in detail for the period after the extraordinary meeting (16.03.2025 \u2013 22.07.2025). Participants were given printouts of all submitted reports. The expenditure report was presented in detail, and all questions were answered.<br>Voting began, and all income and expenses incurred between 16.03.2025 and 22.07.2025, during KTurkey\u2019s management, were approved and discharged with 22 votes in favor.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><br><strong>Election of the Board of Directors and Auditor and Alternate Members<\/strong><br>In accordance with the 3\/1 majority request, the formation of the new Board of Directors for the 2025\u20132026 period began. Candidates were nominated, and their names were presented to the vote one by one. The voting results are as follows:<br>\u2022 Aleksandr Evdokimov: 17 votes<br>\u2022 Herwig Mondl: 17 votes<br>\u2022 Nellia Semina: 17 votes<br>\u2022 Claudia Maria Edel Traud R\u00f6del: 9 votes<br>As a result, Aleksandr Evdokimov, Herwig Mondl, and Nellia Semina were elected as the members of the Board of Directors for the 2025\u20132026 period with a majority of votes. Claudia Maria Edel Traud R\u00f6del, who received the fewest votes, was elected as an alternate member and will become a full member if a current member leaves the board.<br>The elected Board of Directors members are granted two-thirds signature authority on the following issues:<br>\u2022 Recruitment and dismissal of site employees<br>\u2022 Covering legal expenses when necessary (litigation, attorney&#8217;s fees, etc.)<br>\u2022 Making decisions regarding all administrative actions to be taken<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><br><strong>Election of the Supervisory Board<\/strong><br>In the election of the auditor, the candidates were Anna Frolova and Elena Konstantinova. Both were unanimously elected as members of the Supervisory Board, each receiving 22 votes.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><br><strong>Authorization of Site Representatives<\/strong><br>Kemal Can Aydo\u011fan and\/or Tu\u011fberk Ur\u015fan, on behalf of KTurkey Site Management Consultancy Real Estate Construction and Trade Limited Company, have been authorized by elected board committee under the Property Ownership Law (KMK) with the following powers:<br>\u2022 To implement the decisions taken by the Board of Directors<br>\u2022 To make account transfers, give instructions, withdraw and deposit cash<br>\u2022 To manage all banking transactions, including internet banking access<br>\u2022 To initiate or close electricity and water subscriptions on behalf of the site<br>\u2022 To hire and dismiss staff<br>\u2022 To collect funds from insurance companies<br>\u2022 To carry out all work and transactions required by the Flat Owners Board and the Board of Directors with the authority of representation and signature<br>It was unanimously decided that these powers could be exercised individually with a single signature under the title of Site Manager on behalf of the City Renata Site Management.<br>Further powers include:<br>\u2022 Signing e-declaration agreements at tax offices, bookkeepers, and social insurance institutions<br>\u2022 Receiving user codes and passwords from institutions<br>\u2022 Sending monthly premium and service documents of insured employees via the internet<br>\u2022 Following up and concluding work with municipal water administration, electricity institutions, and other official or private offices, and signing necessary documents<br>Kemal Can Aydo\u011fan and\/or Tu\u011fberk Ur\u015fan are authorized to make transactions individually with a single signature on behalf of KTurkey Site Management Consultancy Real Estate Construction and Trade Limited Company under the title of Site Manager.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><br><strong>Discussion of the Budget for the Next Period<\/strong><br>The operating budget for 2025\u20132026 was presented by Ms. Anna, and possible additional projects that may affect the budget were evaluated.<br>A proposal to equalize dues at \u20ac90 per apartment, regardless of size or type, was submitted to vote. The results:<br>\u2022 10 votes in favor<br>\u2022 12 votes against<br>The proposal was rejected by majority vote.<br>Summary:<br>1. Approval of the budget prepared by Ms. Anna \u2013 adopted by 22 votes<br>2. Proposal to increase the budget and dues by 15% proportionally \u2013 rejected<br>3.
